Are Community Safety Officers Appointed Special Constable?

Are Community Safety Officers Appointed Special Constable?
So I have been seeing the title "CSO" or Community Safety Officer come up more and I am wondering what exactly are they? I was in Maple Ridge B.C back in September and I saw a CSO working there outfitted with UOF tools. I've been trying to find my own info on it but It seems scarce or I'm looking into the wrong sections. Are CSOs appointed special municipal constables when carrying out their duties? and does this vary from the municipality? It seems they carry pepper spray, baton, and handcuffs if I read it correctly only positions with and if I am reading it correctly under the "BC Police Act Sec. 35 (4) Subject to the restrictions the municipal police board specifies in the appointment, a special municipal constable has, while carrying out the duties of his or her appointment, the powers, duties and immunities of a municipal constable" I live in Ontario so CSO does not exist closet thing here are Specials Constables.

Since it falls under the jurisdiction of the RCMP are they, special constables, through the RCMP?

CSO are employed in a couple of different ways in BC. They are either a Special Municipal Constable and are employed by a local police service, or they are appointed as a Bylaw Officer under the Police Act and carry the title of Community Safety Officer. Their mandate might be specific, but they still draw their authority from the Community Charter, Local Government Act, and Offence Act like all other Bylaw Officers in BC.
