I can see a huge slow down coming in hiring... I think we've reached the saturation point when it comes to new casuals.
I mean hell... In my inst., over the span of two years we went from having literally a handful of casuals to just under one hundred.

Thing is... what people don't realize (at least at the provincial level here in ontario) is that once an offender is sentenced and arrives back at the jail the mechanism kicks in to get that offender out ASAP.
