Send TPS recruiting an email. Better yet. Give them a call. Any answer on here is going to be hypothetical at best. Services are constantly changing procedures.
My guess is that they will likely accommodate out of province applicants somehow. But.. they very well may not.

I have to wait one year to be able to apply to TPS again.
