Yep, sure are - unless the security guard has decided otherwise - and then it is more likely to have become an arrest or detention. Simply identifying themselves as a security guard does...

I'm happy to see ATS is no longer in the picture, but the financial barrier to applying hasn't gone away. $250 to start your OACP process (valid for 1 year) and additional fees for your vision and hearing exam at separate clinics (~$200). Ooo finally a new topic aside from OITP/Rigaud wait times. I was extremely surprised to see some police services from the USA that will pay post-secondary graduates quite a bit more than non-graduates.
