In regards to my driving record, I've got three speeding tickets while I was in the US. I've had no violations in the past 5 years and plan to keep it that way.

Good feedback. I talked to a police tutor of mine today and he suggested not to go for any type of shooting certificate. He said that Police Services would rather train someone who has never held a gun before rather than try to train someone who has done some shooting in the past. I'm not looking to...

So I assume that the overall consensus is that OPP recruiters won't care whether or not I have the IPSC black badge. It won't help but it won't hurt.

I emailed the OPC registrar and received this response:

Yes, that is correct. The intake was cancelled due to low enrollment; all positions that were allocated for the spring will be moved to the September intake if the service wishes.
