That's a pretty bad example dude. You are talking about a very high profile and politically sensitive case. The offense occurred a matter of months after the CBSA and the RCMP changed their MOU to give human smuggling investigations over to the CBSA (though I think those that involve organized crime...

If my memory serves me correctly, PM was Program Administration. It was a massive catch-all for all manner of Federal Government jobs of which Customs Officer (and Immigration Officer) was one.

estricted means you have to get a restricted licence, which means taking a safety course and backround checks, then you need a special permit to take the restricted weapon out of your home, and for specific purposes (ie target shooting, hunting). You can hunt with a restricted firearm? That was new...
