The regulations of the Customs Act could be used to require the people to report prohibited goods being exported. I'm sorry, who would be required to report the goods under the CA? Are you suggesting that there is a statutory requirement on CATSA to report goods being exported by a 3rd party? If so...

There are no less busy centres. The CCRA closed down two (or three) postal plants about a decade ago to save money and left only Toronto, Vancouver and Montreal.

Yes that's partially true. IRPA's designation of officers as "peace officers" is WAY more broad and extensive than in the Customs Act. "Immigration officers" are always peace officers whilst on the job no matter where they are or what they are doing in Canada. Under the Customs ...

Wear something that you would be comfortable sitting in for 4 hours. If wearing your suit and tie makes you uncomfortable over that length of time then go out and buy a more comfortable suit.
