Only thing I can think of is the city booster pump is causing a pulsation in the line which translate to vibration in your plumbing. Give the local water utility a call and run it past them.

Sounds like water hammer, but odd that its happening when you are not using water. Also, 100psi is way too high for standard household plumbing. DO you have a regulator after it enters the house to bring it down to 60-70 psi? I'm surprised you're not blowing out rubber washing machine lines/orings.

you can't put anything on her property without permissions. ITs a homeowners right to have a fence on the property line and she can't say shit about it, but you can't force her to pay for it either. I's suggest you put the entirety of the fence 1" onto your side of hte line and be done with it.

Wow, 140ºF is scalding hot! You'd think there'd be some sort of safety shut off for a hot tub. I dunno, when it comes to hot tubs it always seems like you're sharing someone's bathwater.
