From my experience parking lots are mostly targeted for distracted driving, those are good violations.

Not Ontario - In BC parking lots are enforceable under the Motor Vehicle Act. Stop signs, distracted driving etc. Publicly accessible parking lots are considered highways under BC MVA. Auto Lock? Nah. There are 3 types to my knowledge. Slot, Push and Lever. They might be using the finger lever lock activator cuffs, but looks like around this continent only S&W makes those. Can’t really tell but doesn’t look he double-locked. Just to satisfy my own curiosity I’ll call this GTC ...

Big differences between law and policy. Law will allow for a greater authority and then policy, which you are bound by as well, would limit that authority. We will use the MVA for example.
