If someone has bad or non-existent credit, they may be asked to explain the situation surrounding that, or they may not. All LE Agencies look at Credit. As do most renters. As do most dealerships, etc. You get my point. It's not that they're saying, "Person A has bad credit, therefore disqualified"...

This is law enforcement, not roofing. Nothing looks more unprofessional than a uniformed officer wearing rubber toe-capped construction boots with yellow industrial accents. A military or tactical boot with a polishable toe is what any recruit should be searching for.

It was most likely a VACIS/HCV-M scan truck. Commercial/marine mode BSO's operate them as dedicated teams. Unless you find yourself deployed to commercial or marine, you would likely not be able to join until after several years of service (very limited positions available). This is a highly technic...

Unfortunately, your question is impossible to answer. The concern with individuals who have poor credit and finances is that they may be vulnerable to extortion and prone to participating in internal conspiracies to alleviate their financial plight. Only time will tell - be patient and good luck.
