Yep, sure are - unless the security guard has decided otherwise - and then it is more likely to have become an arrest or detention. Simply identifying themselves as a security guard does...

I've heard rumours where depot will continue the issue of the old holsters, and old course of fire for one more year. Just because they don't want to endure the cost of issuing new holsters.
