I'm curious--just as an informal poll--for those of you who are carrying Narcan in whatever form, does your service have a policy on who it's for? Just for you/other members or are their guidelines for administering it to the public if you're there before the paramedics?

The province will never let it happen unless it is part of an amalgamation with another municipal service. The former Mayor of Surrey used to beat his chest in the paper on a weekly basis about forming a municipal service, never happened, never was gonna happen.

There a couple of SAR groups around here that are using them, they a few different configurations, equipped with IR cameras and such. Really handy for getting into tight spaces for searches, can get a close look at rescue victims, assessing for injuries and that sort of thing.
