Thing is... what people don't realize (at least at the provincial level here in ontario) is that once an offender is sentenced and arrives back at the jail the mechanism kicks in to get that offender out ASAP.

Well... That's not too weird.
Back when I shot a lot PPC most if not all of the newer TPS officers I met carried their Glocks in this manner when on a "cold" range. My guess it was what they were taught at CO Bick
