The cases that frustrate me are the people on lackadaisical house arrest. Shouldn't house arrest be house arrest? And what a joke that is for 90% of those on house arrest, I'm sure. Population in Toronto has sky rocketed in the last 15 years, yet we have less sworn officers now than we did then.... It's all about budget.

When I went through, a year and a half ago, a few of my friends who were on with OPP got HSD.
I'm not OPP but I would assume, as stated previously, it depends on operational requirements.
